Telangana Agitation - 1969-72

Khammam district - Palvancha at thermal power in 1969 January 5, telangana agitation has taken a birth. With the resources like COAL,Water of Telangana, power station has built but employees/working staff were from Andra region. Thier main objective was to send Andhras to back thier region. That time, we had Telangana Regional Committe that is headed by Chokka Rao, they submitted memorandom to him against non-localite working staff in thermal station.

Like this first time Telangana agitation started to protect the safegaurd of telangana region agreed in Gentlemen Agreement. On January 9th 1969, Ravindranath B.A graduate student has began hunger strike and other people joined him like Sri Kaviraja murthy. They started giving slogans against Andhra Leaders, attacking organization which are having Name "Andhra".

. A new non-political organization named "Telangana Rakshana Samithi" - the committe which work on protecting safe guard of Telangana agreed in Gentlement agreement. As part of this committe they ordered following demands:
  • Demanding the Govt to spend 100 crores for Telangana Development.
  • Asking to provide more importance to Pochampaadu project.
  • Asking to give more importance for Telangana Industrial Development
  • Demanding to send the non-mulki employees back to thier region, filling the same posts with Telangana region people.

On 10th January 1969, the agitation propagated to Nizamabad district. Under supervision of A.S. Poshetti - Students Organization president, called for boycott the schools, colleges and began start the procession in city of Nizamabad. The slogans they gave was "Non-Mulki GoBack" and submitted memorandom to Collector and S.P.

On 12th January 1969, the agitation moved to critical shape in Khammam, they burnt the news papers for not covering the correct news, rail rokos of the train which are commuting toward Vijayawada. Some people started sitting on Hunger strike.

On the same day, in Osmania University, student organizations formed a group, discussed on the topic of voilation of gentlemen agreement. They came to action plan to start the movement from January 15th. Demanded to give the resignations of Cabinet ministers, central ministership, asking to show 70 crores telangana surplus funds. Demanding to send non-localites employees back to thier regions.

Regional Disparities:

It’s been completed 51 years of Andhra rule in Telangana, still continuing the same injustice rule disregard of Telangana development.

For these 51 years, if we look back our history of development -

v Funds and Revenue generated in Telangana region is distributed or transferred to Andhra region development.
v The water resources of Krishna and Godavari completely utilized in Andhra Region, provisions made to utilize more with the plan of - “Jala Yagnam”.
v About 2,00,000 employment opportunities in Telangana region is filled with Andhra region people against GO 610 / Six point formula.
v We have COAL mines in Telangana region, but power generated companies are in Andhra Region.
v There are some projects still in pending and lost hope for completion.
v Agriculture with canal water - 85 out 100 acre are in Andhra Region, agriculture under canal water in Guntur area is greater than complete Telangana region.
v Education facilities - Schools, colleges and universities, the amount students been taught and teachers are less as compared to Telangana population and same as the amount of teachers as students also less. Out of 22 universities in AP – the region wise there are two universities in Telangana, one in Hyderabad (open to all regions), Kakatiya University (for Local).

Regional Disparities:

Educational disparities in AP:

Although Telangana accounts for 42% state's population, less than 25 percent of educational institutions from primary to college level are situated in the region. Only 15 percent of aided junior colleges are in Telangana while it has only two medical colleges. As many as six medical colleges are in the other areas. The region is discriminated in the field of technical education also. Only 26 out of the 72 government ITIs, 20 of the 91 polytechnic colleges are in Telangana. The gross injustice to Telangana can be seen from expenditure on education. In this kind of lopsidedness, how can literacy spread? This is no accident; it cannot be especially since it has continued since 1956, and it pervades all type of education - school, college, professional and technical.

Coming to Universities - Out of which 9 universities are state wise - those are

v Hyderabad
- Acharya N.G. Ranga Agriculture Univ
- JNTU
- Dr. B.R. Ambedkar Open
- Potti Sreeramulu Telugu University
- Nizam's Institute of Medical Sciences
- Jawaharlal Nehru Technological University

v VijayaWada
- N.T.R. University of Health Sciences
v Thirupathi
- Sri Padmavati Mahila Visvavidyalayam
- Sri Venkateshwara Institute of Medical Sciences
v Kuppam -
- Dravidian University

None of these are in Telangana region. (If you think Universities in Hyderabad are belongs to Telangana is just height of foolishness)

Working staff in Hyderabad universities from Telangana is only 10%.

There are 4 Universities under "University Grants Commission" and Central Govt -
- Hyderabad Central University
- Central Institute of English & Foreign Languages O U Campus
- Maulana Azad National Urdu University
- Rashtriya Sanskrit Vidyapeetha

Point to be noted here - HCU is result of Telangana Agitation 1969 + Removal of Mulki Rules + Introducing the Six point formula, to fill the gap in education system.

But there is no fetching to Telangana region, moreover providing more job opportunities our Andhra Candidates. Central university bagged by AP State which is open to ALL over India + Andhra region with scarifies of Telangana Students. This is more a national University in nature, rather than increase facilities for Telangana students. Neither the faculty, nor the students are selected from Telangana region.

You can say - what is the catch? What was the problem with the location/place of the university? In that case,
- Why JNTU is moved from Warangal to Hyderabad?
- Why Open University is planned in Nalagonda later shifted to Hyderabad?

The main idea behind it was to put up the Universities in Hyderabad to be accessible to students all over the Andhra Pradesh. By the same time - WHY
- N.T.R. University of Health Sciences
- Sri Padmavati Mahila Visvavidyalayam
- Sri Venkateshwara Institute of Medical Sciences
- Dravidian University
established in Andhra? Why not these universities were not established in Hyderabad itself?

Under congress government, there are three universities established in AP,

v Telangana University – Dubba, Nizamabad
v Adikavi Nannaya University – Jayakrishnapuram, Rajamundry
v Yogi Vemana University – Vemanapuram, Cuddapah

University in Cuddapah (CM constituency), is not only a University but a JNTU Engineering college also they come up with a medical college and host of Industries, airport. Development is always welcome any where and everywhere. But it will be good if other areas also gets due importance. Unfortunately telangana gets always raw deal in all matters of development. For A.P. telangana geographically, resource wise is needed and not the people of telangana and development for telanganites.

There is an IIT approval for Telangana region; it’s been delayed just because of place conflict, whether to be placed in Basra or Medak? Why it’s been delayed, any development regard to Telangana been delayed?

Irrigational Disparities:

Two of indias mightly rivers Krishna, Godavari carreing 2/3 of water in the telangan region – The Hyderabad Govt(Nizam) during its regime, had made ambitious blue print to harness these waters and started construction of the damns/projects and other provision to make use of those water.

But with the merger of the andhra in 1956 fate of telangana got sealed for ever..
All the projects which were undertaken are abandoned and kept unfinished, even finished but without appropriate share for telangana. All most 50 years people of telangana have waited silently for the water they believed was there, unaware of their land, water, projects would be taken away bit by bit.

Telangana area under surface irrigation has in fact shrunk by almost 1/2 30 lacs acres to 12 laks acres.. Under Vishalandra rigm, what Telangana has lost is hardly beyond anybody imagination.

In the Krishna water Telangana has got share of 550 TMC out of 900 TMC total. But net utilization of the Krishna water is 100 TMC, the projects on Krishna is under still in construction even since decades. Moreover project which are under taken and said to be construction but the share of the Telangana is definite and keep on the changes the based on the budget constraints.

Nagarjuna Sagar dam originally proposed at ileswaram, 19 km from present site by Nizam, after the merger it moved downstream, leaving most of this region dry. Even further diversion of the water used for power generation, in here telangana has lost share...

Godavari - the Ganges of the south flows in telangana almost 600 miles, Yet Sriram sagar is lone project of this mighty river, even this project grounded 43 years ago, still in its first phase. Of proposed irrigation was a 16 lacs acre but hardly 6 lacs got irrigated.

Iccham palli a lift irrigation project initially proposed by Nizam Govt years ago, but still pending to complete and lost hope of completion. Other pending projects under River Godavari are - Yellampalli, Devadula, Dummugudem, Lendi, Gutpa, Alisagar, pranahita, lower penuganga and most other projects of Godavari and its tributories. Year after year the Government promises to revive and restore the irrigation projects, allocate the budget for the project development but percentage of the share spent on telangana project is less.

Of the three regions of the state, Telangana has the largest area, with 11,48,000 sq km, followed by coastal Andhra with 9,28,000 sq km. The cultivable area is estimated at 64,02,358 hectares in Telangana and 46,33,304 hectares in the Coastal Andhra. But 13,12,795 hectares or 28.33 percent of the cultivable land in the Coastal Andhra is being irrigated under canal irrigation system, whereas 2,66,964 hectares or 4.17 percent of the cultivable land in Telangana is receiving canal waters.
The amount spent in Telangana so far is Rs. 4005 crores while that spent in Coastal Andhra is Rs. 19,693.50 crores, nearly five times higher. In terms of percentage, while Telangana got a mere 15.5 percent, coastal Andhra got 76 percent.

50 years people of Telangana waited for their share and project to be completed, to get irrigate their lands and they unaware of more than 90% share of the godavari water flows to Andhra.

Employment Disparities:

Coming the Job opportunities - from State secretariats to Hi-Court - AP secretariats accommodate the just 10% of the Telangana region, while hi-court about 20%, not single of person of the adv general out of 42% of AP population.

Telangana development suppressed for centuries by Nizams and from the past 50 years denial of education, social, culture expression, Telangana still continues to Starve, Struggle, and Suffer even today.

Surplus state at the time of merger, now the Telangana today present dismoved picture of Poverty, un-employment and hunger. Agriculture is worst hit than before, at least 400 farmers committed suicide in recent past and thousand more have perished since assault on water resources began years ago.

Industries:

There were some Industries established during the Nizam era - 1873 to 1948, which are inherited to Andhra Pradesh and later closed with Bankruptcy.

- Phirangula Factory,
- Soda Factory,
- Iron Factory,
- Deccan Button Factory,
- Deccan Glass Factory,
- DBR Mills,
- Ajamjah Mill,
- Sirpur Sirsilk,
- Alwyn & metal,
- And 12 Diary forms

Azamjah Mills – which was the biggest of all cloth mills in Asia at that time.
Nizam sugar factory (Nizamabad, Bhodan) was sold to private parties by AP for Govt revenue, which was biggest sugar produced company in Asia that time.

In Ramagundem - Fertilizers factory got closed with reason of not having proper COAL supply, how sad? Nobody believes that scarcity of quality coal under Ramagundem COAL belt. Another reason was stated that, there was no proper electric power supply. Oops, we do supply power from Ramagundem to Andhra region, but we can not supply power from Ramagundem to Ramagundem. After the one month of its closure, a new fertilizer company has started in Nellore, how sad??

Cultural Discriminations:

Famous figures, public places and statues:

Statues:
Potti Sriramulu, Tanguri Prakasham, Damodaram Sanjeevayya, Kasu Brahmananda reddy, Jalagam Vengala rao, NTR, Puchalapalli Sundarayya, Raghupathi Venkatarathnam, Tripuraneni Ramaswamy Chowdary.

Above all figures there is no relationship with our Telangana or Hyderabad state.

From Telangana side – Marri Chenna Reddy, Burugu Ramakrishna rao, Yelimineti Madhava Reddy.

Public places - Potti Sriramulu nagar, Sanjeeva Reddy nagar, Vengala rao nagar, NTR maarg, Brahmananda reddy National part, Sundarayya park, Potti Sriramulu univ,Vengala Rao Park, N.G Ranga Agriculture Univ, Potti Sriramulu Telugu Univ, Sudarayya Vignana Kendram, NTR Stadium, Vijaya Bhaskar Stadium, Balayogi Stadium

From Telangana – Marri Chenna reddy Human Resources and training center, Burugu Ramakrishna Rao NIC building.

Means, we do not famous figures?? Vattikota Alawar swamy, Shoyabulla khan, Konda Venkata reddy, Raavi Narayana reddy, Buddam Ellareddy, Kamaladevi, Kommaraju Laxman Rao, Jamalpuram Keshava rao, Bhagya Reddy verma, Pandit Narendra Ji.

On Tank bund, along with Sri Sri, Joshuva - Dasharathi, Kaloji from telangana are missing and along with Alluri Seetharama raju why we are missing Ramji Gond, Turrebaaj Khan, Komaram Bheem statues.

Water resources/Rivers –
The river Musi, once a lifeline for Hyderabad and areas around the State capital for hundreds of years, and now a drainage nala. 1908 Sept there was huge rain hit for two days; whole city was drained, about 30,000 people died.
Mokshagundam Vishveshwarayya – In 1920 has given a plan to build the Osman Sagar project to reserve 5.5 TMC water, after this 1927 - Himayath sagar was built to reserve - 4.1 TMC water, project under taken for water supply and irrigation.
The Present situation of Musi is actually carrying water with Industrial wastage, chemicals, which are directly passing without any purification. This water is not good for irrigation. Historically, it was life line for Hyderabad, after industrialization, Globalization, urbanization lost its identity, now its accommodating all waste particles which are outcome of industries.
A Telangana District Nalgonda affected by excess of fluoride in the drinking water, as they do not have river Krishna water for drinking even though River Krishna flow in this district about 100 kms. Local people have been demanding want a supply of water from River Krishna for 30 years. The estimated cost according to experts is 12 billion rupees, state govt is not turning on this issue.
In 600 villages, about 300,000 people are affected by excess of fluoride in the underground water. 10,000 people are totally crippled. People with paralysing bone diseases, stooped backs, crooked hands and legs, deformed teeth, blindness and other handicaps are common sight in the district.

Misrepresentation and bias in Media:

There is misrepresentation of facts in the Press (Especially Eenadu - Ramoji Rao wants to suppress the movement. He doesn't publish single news of Telangana.).. If Andhra Farmer looses crops once in 2 yrs, Eenadu publishes it as front page feature but at the same if 2000 people(farmers) die in warangal because of lack of water (basic amenity), it publishes it in district news.
One instance I would like to address, A Quit Telangana procession and meeting at Indira Park on 9th Aug 2007, in Hyderabad. It was organized by Telangana Ikya Karyacharana Committee. About 60 Telangana organizations from different sectors participated in the program, Telangana students (From different student organizations like TVS, TVV, TSO, TYV, IT forum and etc), shown their enthusiasm and inspiration. Unfortunately it was not covered in the next day's press. We have understood here that media did this knowingly, not to be communicated to rest of Telangana region.

A small group with four young and educated guys(Vasanth kumar, Ramulu, Narayan Reddy and Govind Reddy) finished “paadha yatra” to Delhi from Zahirabad on Oct 2nd 2007. They are hoping the Pada Yatra would bring the farmers problems, mainly in Tealangana area, to the forefront and get some attention. They spent about four lakhs rupees of their hard earned money for this trip. They almost traveled 1850 Km by foot to reach Delhi.

There were regular columns in Delhi about Vasanth padayathra. But our AP newspapers are busy with Chirutha, Jayasudha etc,. Zaheerabad ryots kept Telangana spirit high. Finally Rajendra sahib assured that if we have few more Vasanth's Telangana is inevitable with in ten days.

Political disparities:

There were no political leaders from telangana served as CM for complete five years, Telangana CMs ruled only 6 years in 51 years old of AP, remaining 45 years ruled by either Andhra or Rayalaseema Leaders.

30 Sep 1971 - 10 Jan 1973 P.V. Narasimha Rao
6 Mar 1978 - 11 Oct 1980 Marri Channa Reddy (1st time)
11 Oct 1980 - 24 Feb 1982 Tanguturi Anjaiah
3 Dec 1989 - 17 Dec 1990 Marri Channa Reddy (2nd time)

PV Narasimha rao's rule, he faced 'JAI ANDHRA' movement. He could not get chance to do anything for Telangana Development, Chenna reddy second tenure, he stepped down because of Hyderabad's communal violence. In one year short, he could not do anything.

Deprived Telangana by Andhra Rulers

In 1956 during The Reorganisation of the Indian States, Hyderabad was split up between Andhra Pradesh,Maharashtra & Karnataka. Administratively, Hyderabad State was made up of sixteen districts, grouped into four divisions.
Aurangabad division:
Aurangabad, Beed, Nander, and Parbhani districts;

Gulbargah (Gulbargah) division:
Bidar District, Gulbarga, Osmanabad District, and Raichur District;

Medak division:
Atraf-i-Baldah, Mahbubnagar, Medak, Nalgonda and Nizamabad districts.

Warangal division:
Adilabad, Karimnagar, and Warangal districts(Kammam was part of Warangal till - 1st October, 1953)

In 1948, with police action against Razakars, Hyderabad state become part of indian union. It was a separate state from 1948 to 1956.

After the Police Action, Hyderabad remained under military rule for a couple of years under General J N Chaudhary. In June 1950, a civilian government was formed with M K Vellodi as chief minister. In 1952, general elections were held and a popular Congress government under the chief ministership of Burugula Ramakrishna Rao was formed.

This is to address that Telangana state was there before with its own identity and Hyderabad as state capital.
Andhra State:

Andhra State was a state in India created on October 1, 1953 from the Telugu-speaking northern districts of Madras Presidency.

In an effort to protect the interests of the Telugu people of Madras state, Potti Sriramulu attempted to force the Madras state government to listen to public demands for the separation of Telugu speaking districts(Rayalaseema and Coastal Andhra) from Madras state to form the Andhra state. On the midnight of 15 December (i.e. early 16 December 1952), Potti Sreeramulu died before achieving his objective.

The popular agitation continued for three to four days disrupting normal life in Madras and Andhra regions. On the basis of an agitation, on October 1, 1953, 11 districts in the Telugu-speaking portion of Madras State voted to become the new state of Andhra State with Kurnool as the capital. Tanguturi Prakasam Pantulu became first Chief Minister of thus formed Telugu (Andhra) State.

Some noticiable facts After the state formation :

There was no proper capital city for newly formed Andhra State, Madra state refused to share the Madras as a capital with Andhra State. Andhra people faught for separate state but they forget about the capital city, Govt of India so delayed the formation, finally Andhra congress leader agreed to have no capital city sharing.
They do not have any place which is capable of holding Capital City resources. Neelam Sanjeeva Reddy demanded Karnool to be a capital city otherwise they were not willing to join andhra state rather continue with Madras state.
There is Net revenue to continue or manage the state operations, that time Andhra state revenue was 22 crores (per year), in which 20 crores they were spending to run the government itself, means what about others – irrigation, agriculture, roads, eletricity, loans to formers etc..
There is no place to put the Govt officials, rather they continued to provide facilities by giving rents in Madras.
They spent about crores to build the capital city, even its not capable of running the government, no secretarate building, no hi-court, etc. Creation of state capital is “The biggest” problem of the andhra state.

Struggle for merge with Hyderabad State to form AP by Andhra leaders:

In December 1953, Prime Minister Jawaharlal Nehru appointed the States Reorganization Commission to prepare for the creation of states on linguistic lines. This was headed by Justice Fazal Ali and the commission itself was also known as the Fazal Ali Commission.

Fazal Ali Commission Says (in favour of separate for Telangana):

o The existing Andhra State is facing a financial problem as it got low per capita revenue compared to Telangana and on ther other hand, Telangana is much less likely to be faced with financial embarrassment. Telangana has got much higher incidence of land revenue and an excise revenue.
o Telangana leaders seem to fear that the result of uniting will be to exchange/transfer/shared of settled sources of revenue and funds to overcome the financial uncertainty of Andhra which it is facing currently.
o Telangana claims to be progressive and from an administrative point of view, unification it is contended is not likely to confer any benefits on this area.
o When plans for future development are taken into account, Telangana fears that the claims of this area may not receive adequate consideration in Vishalandhra.
o One of the principal causes of opposition of Vishalandhra also seems to be the apprehension felt by the educationally backward people of Telangana that they may be swamped and exploited by the more advanced people of the coastal areas.
o In the Telangana districts outside the city of Hyderabad, education is woefully backward. And Educationally less qualified than Andhra, so there is less chances of opting public services compared to Andhra region people, fear of the Telangana people that, they will be ill-treated, forcing bossism upon them and may be converted into a colonial rule by coastal Andhra.
o “The Telangana” it has further been argued, can be stable and viable, unit considered by itself. The revenue receipts of this area on current account have been estimated at about Rs. 17 crores, and although the financing of the Krishna and Godavari projects will impose a recurring burden on the new State by way of interest charges, the probable deficit, if any is unlikely to be large. In favorable conditions, the revenue budget may even be balanced or indicate a marginal surplus. This fairly optimistic forecast can be explained or justified by a variety of reasons.
o One important reason is, of course, that the existing Hyderabad State and Telangana as part of Hyderabad have benefited considerably from the implementation from April 1952, of the Finance Commissions' recommendations. The increase in central payments from out of the divisible pools of income-tax and Central excise which has been possible under the present arrangements and the reduction in police expenditure for which credit can be taken., as the situation in Telangana improves, more or less offset the loss on account of the abolition of internal customs duties, and if the scope which exists of raising the yield of certain State heads of revenue is fully explored, the financial position of Telangana need not cause anxiety.

Fazal Ali commision clear says Telangana/Hyderabad state can be treated independent, we can name it as “Hyderbad State”. However, you can form vishalandra if 2/3 majority of Legislature of Hyderabad expresses their favor towards unification.
Andhra leaders views on Uniting Telangana:

With Fazal Ali commision, Vishalandra leaders completely dis-satisfied and lost hopes with SRC and started playing cruel politics for unification and ready to give any kind of assurances to Telangana safegaurds. Their aim to get united and save their socia-economic situation.

“If unification of Andhra and Telangana delayed to till 1961, it never be possible rather more strong possibilities of separate Telangana state. They is no possibilities of getting 2/3 majority favor towards vishalandra”.
They Stated “Unification will not lead any problem in their development, they will no regional imbalances and disparities”.

Who is going benefited with Vishalandra????

Ofcourse Andhra – a ready made and fulfledged Capital City, Improvements in Socio – Economic situation, bringing the Krishna and Godavari river basins under unified control, the trade affiliations between Telangana and Andhra.

Observe that they never brought the point of uniting the Telugu speaking people, their aim was only on Telangana resources.

Andhra Leader at that time – Kasu Brahmanda Reddy, Bezawada Gopal Reddy, Neelam Sanjeeva Reddy, Vavilala Gopala Krishnayya, Ayyadevara Kaleswara Rao started playing politics with Telangana state leaders – Burugu Ramakrishna Rao, Marri Chenna Reddy etc. they brought force from Central Govt to unite, because they got full influences with Central Leader as they were part of the party since freedom fight days.

Gentlemen Agreement:
Gentlemen’s Agreement that is signed between Telangana and Andhra leaders before the formation of the state of Andhra Pradesh in 1956.
This is to address that the formation of Vishalandra is a “conditional”(sharathu tho kudina) agreement, if fail to do so, we can be separated, so telangana leader assumed that, we will have our state in the event of not fulfulling the conditions by AP.
1. There will be one legislature for the whole of Andhra Pradesh which will be the sole law making body for the entire state and there be one Governor for the State aided and advised by the Council of Ministers responsible to the State Assembly for the entire field of Administration.
2. For the more convenient transaction of the business of Government with regard to some specified matters the Telangana area will be treated as one region.
3. For the Telangana region there will be a Regional Standing Committee of the state assembly consisting of the members of the State Assembly belonging to that region including the Ministers from that region but not including the Chief Minister.
4. Legislation relating to specified matters will be referred to the Regional committee. In respect of specified matters proposals may also be made by the Regional Committee to the State Government for legislation or with regard to the question of general policy not involving any financial commitments other than expenditure of a routine and incidental character.
5. The advice tendered by the Regional Committee will normally be accepted by the Government and the State Legislature. In case of difference of opinion, reference will be made to the Governor whose decision will be binding.

( 12 years of Stay in Telangana area)
8. Distribution of expenditure between Telangana and Andhra Regions--- Allocation of expenditure with the resources of the state is a matter which falls within the purview of the State Government and the State Legislature.. Since , however, it has been agreed to the representatives of Andhra and Telangana that the expenditure of the new state on central and general administration should be borne proportionately by the two regions and the balance of income should be reserved for expenditure on the development of Telangana area, it is open to the state government to act in accordance with the terms of agreement in making budgetary allocations. The Government of India propose to invite the attention of the Chief Ministrer of Andhra to this particular understanding and to express the hope that it will be implemented.
9. The existing educational facilities including Technical Education in Telangana should be secured to the students of Telangana and further improved---
10. The cabinet will consist of members in proportion of 60:40 percent for Andhra and telangana respectively, out of 40 % of Telangana ministers, one will be a Muslim from Telangana. If the Chief Minister is from one region the other region should be given Dy Chief Ministership.
